Top Award in Asphalt Paving for GA State Route 67 in Bryan County, Ga


Lanham, Md. — The National Asphalt Pavement Association (NAPA) announced that Reeves Construction Company of Macon, Georgia, is a winner of its 2017 Larry H. Lemon Quality in Construction Award for excellence in construction of an asphalt pavement. The winning companies received their awards on Wednesday, February 14, at a ceremony during the association’s 63rd Annual Meeting in San Diego, Calif.

The Larry H. Lemon Quality in Construction Award recognizes the 10 highest-scoring projects submitted for a Quality in Construction Award in the General Paving (less than 50,000 tons) category. The award is sponsored by Asphalt Contractor magazine.
“The asphalt pavement industry is committed to building high-quality projects that deliver superior performance to the traveling public. All contractors’ projects earning a Larry H. Lemon Award are measured against best practices designed to live up to that commitment,” said 2017 NAPA Chairman Dan Gallagher. “Earning the Larry H. Lemon Award demonstrates that Reeves Construction Company has met or exceeded these rigorous standards.”

Reeves Construction Company won the award for its work on GA State Route 67 in Bryan County, Ga. The existing pavement was quite old and had severely oxidized to the point that block cracking had taken place.

“When this pavement was milled, significant scabbing was experienced, resulting in a milled surface that was extremely rough,” said Neal Andrews, Asphalt Operations Manager for R.B. Baker Construction, a division of Reeves Construction.

The company consulted with the Georgia Department of Transportation (GDOT) and suggested to slightly increase the depth of the 1.25-inch milling, to completely remove the 1.5-inch of existing deteriorated surface mix. The result was a much improved milled surface to lay a fresh 9.5 mm TPII Superpave mix on top.
The project also required grading and paving 102 unpaved roads and residential driveways that intersected with the project, as per GDOT standards.

“From the edge of the travel lane, GDOT owns anywhere from 15-25 feet,” Andrews said. “So you have all these residential driveways coming out of homes that is within the GDOT right of way.”

The company re-graded and paved all gravel driveways in the project’s path, as well as a number of dirt roads intersecting the work zone.

R.B. Baker used 24 percent Reclaimed Asphalt Pavement in the 9.5mm TPII Superpave mix design, achieving a final International Roughness Index of 582 mm/Km. This represented a 55 percent improvement over the existing pavement’s IRI index of 1297 mm/Km. The Georgia DOT had no punch list of items based on final inspection and maintenance inspection.

Roughly half of the R.B. Baker Construction crew had only been involved in asphalt paving for less than one year when the project took place in the spring of 2017, Andrews said.

“They came to work for us in August of 2016, and many of the guys had never worked with asphalt,” Andrews said. “We had them go through an orientation and a developmental program, which helped them. So half the guys were rookies, so to speak, and the other half of the crew had an average experience of more than 20 years.”
